It is free of charge, except your time and effort.
The most important thing is you must love writing and know a bit of search engine optimization (SEO), even though you are not setting up a make money blog.

So always choose a topic which you are passionate about. Topic which you have lots of new interesting ideas or stories to share with your readers.
One word of advice. Never fill your blog with plagiarized or paraphrased work from other people’s blogs.
Don't copy other people's content and pass it off as your original work. It is unethical and illegal as well.
That is why I have just said earlier, blog or write stuff which you love.
If you use Blogspot or Blogger, you could have your blog deleted as a spam or you could violate Blogger Terms of Service (TOS).
So if you think you are ready to share your thoughts or ideas with the world, it is time to stop saying "I want to start a blog".
